Hi Jennifer,
I haven't tested this but I would just omit the water and rice from the recipe and still simmer the mixture for 10-15 minutes to bring the flavors together. You might want to add 1/2 cup water if it seems like there isn't enough liquid from the tomatoes. The mixture should be about the consistency of spaghetti sauce when it is done cooking.
